E. Roy Stone Veterans Pavilion

COLUMBIA, SC (SCDVA) - Effective July 1, the South Carolina Department of Veterans' Affairs (SCDVA) will assume oversight of E. Roy Stone Veterans Pavilion in Columbia. This transition completes transfer of the totality of the state’s Veteran home enterprise to SCDVA from the Office of Mental Health, formerly the South Carolina Department of Mental Health.

Stone Pavilion, a 90 bed facility built in 1971 (currently operating at 60 bed capacity) will transition from a state operated facility to a third party vender-operated facility under the Avalon Healthcare Group based in Salt Lake City, Utah. Avalon is also the vendor operating the recently opened Patriot's Village home in Sumter.

As of July 1, 2025, SDCVA will have oversight responsibility for six operating facilities:

  • E. Roy Stone Veterans Pavilion, a 90-bed facility in Columbia with Avalon Healthcare Group as the operating contractor.
  • Veteran’s Victory House, a 220-bed facility in Walterboro, with HMR Veterans Services as the operating contractor.
  • Richard M. Campbell Veteran’s Nursing Home, a 220-bed facility in Anderson, with HMR Veterans Services as the operating contractor.
  • Veteran Village, a 104-bed facility in Florence, with HMR Veterans Services as the operating contractor.
  • Palmetto Patriots Home, 104 beds in Gaffney, with HMR Veterans Services as the operating contractor.
  • Patriots Village, 104 beds in Sumter, with Avalon Healthcare Group as the operating contractor.
